3. Citizen Appointments on CBRM Internal Committees and External Agencies:
Motion to direct the Clerk to call for Expressions of Interest for vacancies on the:
• Board of Police Commissioners
• Audit Committee
• Diversity Committee
• Heritage Advisory Committee
Cape Breton Regional Library Board
• Port of Sydney Development Corporation
• Accessibility Advisory Committee
Carried.
4. Regional Enterprise Network (REN) Liaison & Oversight Committee —
CBRM Staff Appointments:
Motion that a recommendation be made to Council to appoint William Roy, Community
Development Coordinator, as one of the CBRM staff representatives on the Liaison &
Oversight Committee (LOC) for the REN, and that Jennifer Campbell, Chief Financial
Officer, be reappointed as the second CBRM staff representative on the LOC.

Motion:
Moved by Councillor Paruch, seconded by Deputy Mayor MacMullin, approval of the
October 26, 2022, Nominating Committee agenda as circulated.
Motion Carried.
2. Council Appointments to CBRM Committees and External Agencies: 2022-24:
Mayor McDougall advised that there is a revision to the Council selection sheets in the
agenda package, noting the addition of Councillor Glenn Paruch for the Audit Committee.
She also added that Councillor Darren Bruckschwaiger advised he would participate on the
Audit Committee if another member was required.
Ms. Deborah Campbell Ryan, Municipal Clerk, reviewed the Memo included in the agenda
package. She advised that there is enough interest in all Committees, however a few have
more Council interest than seats available. She highlighted the following:
• 6 Councillors expressed an interest to serve on the Police Commission, and only 3
members are required.
• 6 Councillors expressed interest to serve on the Fire and Emergency Services
Committee, and only 4 members are required.
• 2 Councillors expressed interest in serving on the NS Solid Waste-Resource
Management Regional Chairs Committee and only 1 member required.
• 2 Councillors expressed interest for Pitu'paq which only requires 1, but that 2
representatives from CBRM are welcome to participate.
• Policy guidelines recommends rotating half the membership on a committee to
ensure continuity
• Mayor is an ex-officio member of all Committees, with the exception of Police
Commission and Audit Committee, however can be appointed as a voting member
• All appointments are for a two-year term
Mayor McDougall advised that the process for the meeting would be to go through each
Committee and discuss how to fill the vacancies.
Following discussion, it was agreed that an election would take place for the Police
Commission and Fire and Emergency Services Committee. Ballots were prepared by
Clerk's Staff for the election.
While ballots were being prepared, the Clerk suggested the Committees that have the
required number of representatives be addressed.

NS Solid Waste—Resource Management Regional Chairs Committee(1 Required)
Note: Two Councillors expressed an interest in serving on the NS Solid Waste Committee.
The Committee discussed the two Council requests. Based on the Council selection
preference and priority, Councillor Cyril MacDonald should be reappointed to the
Committee.

3. Citizen Appointments on CBRM Internal Committees and External Agencies:
Ms. Deborah Campbell Ryan, Municipal Clerk, spoke to this issue and reviewed her
Memo that was included in the agenda package.
The following motion was then put forward:
Motion:
Moved by Deputy Mayor Earlene MacMullin, seconded by Councillor Eldon MacDonald,
to direct the Clerk to call for Expressions of Interest for Citizen vacancies on the:
• Board of Police Commissioners
• Audit Committee
• Diversity Committee
• Heritage Advisory Committee
• Cape Breton Regional Library Board
• Port of Sydney Development Corporation
• Accessibility Advisory Committee
Motion Carried.
Advertisements regarding Citizen appointments were discussed, and it was noted that the
Cape Breton Partnership employment site is available for posting Board vacancies.

Motion:
Moved by Councillor Eldon MacDonald, seconded by Councillor Paruch, that a
recommendation be made to Council to appoint William Roy, Community Development

At this point in the meeting the Clerk circulated ballots. The Committee then recessed to
allow for counting of the ballots for Council representatives on the Police Commission and
Fire & Emergency Services Committee.
Following the completion of the counting of the ballots, Mayor McDougall announced the
results of the election for Council representatives on the Police Commission and Fire &
Emergency Services Committee:

vote, the following Councillors were selected for recommendation.

Moved by Deputy Mayor Earlene MacMullin, seconded by Councillor Eldon MacDonald,
that a recommendation be made to Council to approve the list of Council Appointments to
CBRM Committees and External Agencies —2022 to 2024 as noted above.
Motion Carried.
Mayor McDougall thanked those in attendance and advised that the Citizen positions will
be dealt with at the next Nominating Committee meeting in the new year.
