1. Approval of Agenda
Motion
Moved by Councillor Paruch, seconded by Councillor MacMullin, to
approve the October 20, 2023, Special Council Agenda as presented.
Motion Carried
2. Proposed Service Exchange Agreement with the Province of
Nova Scotia
Discussion between Council and staff, regarding the Proposed Service
Exchange Agreement, included:
• Time frame of the last Memorandum of Understanding (MOU)
• Collections, Housing, and Education rates
• Advantages/disadvantages for the CBRM by this MOU
• Support between municipalities
• Inflation of costs
• Municipal Charters
• Lack of support to CBRM from the Province of Nova Scotia
• Financial contributions from the Federal Government
• Communication and comments from parliamentary groups
• Equalization fund
• Encouragement for the public to contact local Members of the
Legislative Assembly (MLAs)
