1. APPROVAL OF AGENDA:
Motion to approve the September 12, 2023, Council Agenda as circulated.
Motion to Amend to include a brief statement from staff regarding contracting out garbage
services to provide information to CUPE 759 employees. Carried.

2. PROCLAMATIONS:
2.1 Wrongful Conviction Day:
Motion to proclaim October 2nd, 2023, as Wrongful Conviction Day, to help raise
awareness to work toward the prevention of further wrongful convictions. Carried.
2.2 Fetal Alcohol Spectrum Disorder (FASD)Awareness Month:
Motion to proclaim the month of September 2023, FASD Awareness Month in the Cape
Breton Regional Municipality. Carried.
2.3 British Home Child Day:
Motion to proclaim September 281h, 2023, as "British Home Child Day" in the CBRM.
Carried.
2.4 Dystonia Awareness Month:
Motion to proclaim the month of September 2023, to be "Dystonia Awareness Month" in
the Cape Breton Regional Municipality and CBRM Mayor Amanda M. McDougall-
Merrill and Council join the call for better education, understanding and research about
dystonia. Carried.

Motion to proclaim September 81h & 9h, 2023, as the "Cape Breton Classic Cruisers Fall
Classic Show & Shine Weekend" in the Cape Breton Regional Municipality. Carried.

4. BUSINESS ARISING:
4.1 a) Request from The Bras d'Or Lake Biosphere Region Association:
Motion for CBRM to appoint a member to the BLBRA Board at earliest convenience.

5. CORPORATE SERVICES ISSUES:
5.1 Request for Street Closure(PID 15646813)Undeveloped Road Reserve,
Off Waterview Drive, Sydney Mines (District 1):
Motion to direct the Legal Department to initiate a formal street closure pursuant to Section
315 of the Municipal Government Act, for the property identified as PID 15646813
(Attachment "A") with the intention of providing a Confirmatory Deed to Mr. Tobin's
client. Carried.

Olivia Burke—Nova Scotia Winner of World Junior Highland Dance Championship
in Scotland
Mayor honored and congratulated Olivia Burke, Nova Scotian Winner of World Junior
Highland Dance Championship in Scotland, who was present at the Council meeting.
Mayor and Councillor Cyril MacDonald presented a gift on behalf of the Cape Breton
Regional Municipality to Olivia for her accomplishment.

Moved by Councillor Parsons, seconded by Deputy Mayor Edwards, to approve the
September 12, 2023, Council Agenda as circulated.
Motion to Amend:
Moved by Councillor Green, seconded by Councillor Gordon MacDonald, to include a
brief statement from staff regarding contracting out garbage services to provide
information to CUPE 759 employees.
Discussion:
During discussion, Director of Engineering & Public Works informed of the following:
• Previous correspondence between staff and the CUPE 759 union.
• Cape Breton Post discussion
• Challenges faced by Solid Waste regarding new technologies
• Disposal in Guysborough
• Request For Qualification (RFQ) & Extended Producer Responsibility (EPR)
Motion to Amend Carried.

Mayor Amanda M. McDougall-Merrill and CBRM Council proclaim October 2nd 2023,

Show & Shine Weekend" in the Cape Breton Regional Municipality.

3. DELEGATION:
3.1 Bras d'Or Lakes CEPL•
Ron Newcombe, CEPI Co-coordinator, provided a presentation explaining that CEPI is a
group of partners collaborating who are committed to the preservation and sustainable
development of the ecosystem of the Bras d'Or Lakes and watershed lands. The
presentation further described the organizational structure, the vision, the purpose, the
objectives, the guiding principles, the value, and the current initiatives of CEPL Ron
Newcombe spoke about the upcoming conference themed, "Moving Two-eyed Seeing
from Vision to Action," and informed of the different methods of how to sponsor CEPI.
4. BUSINESS ARISING:
4.1 Council—Au2ust 22, 2023:
a) Request from The Bras d'Or Lake Biosphere Region Association:
Motion:
Moved by Councillor Green, seconded by Councillor Gillespie, to appoint Councillor
Steve Parsons to the Bras d'Or Lake Biosphere Region Association Board.
Motion Carried.
5. CORPORATE SERVICES ISSUES:
5.1 Request for Street Closure (PID 15646813) Undeveloped Road Reserve,
Off Waterview Drive, Sydney Mines (District 1):
Sheila Kolanko, Property Manager, clarified the correct PID is 15646813 in the subject
line of the Issue Paper. Sheila reviewed the Issue Paper in the agenda package and made a
recommendation. The following motion was then put forward:
Motion:
Moved by Councillor Gordon MacDonald, seconded by Councillor MacMullin, to direct
the Legal Department to initiate a formal street closure pursuant to Section 315 of the
Municipal Government Act,for the property identified as PID 15646813 (Attachment"A")
with the intention of providing a Confirmatory Deed to Mr. Tobin's client.
Motion Carried.

Mayor suggested to invite James Kerr, Chair of Port Board,to next Council meeting being
held on October 10, 2023, to answer financial questions.

8. Review of Action Items from this Meeting:
At the conclusion of the meeting, Mayor Amanda M. McDougall-Merrill gave gratitude
for the Fire Services Crews,announced the upcoming celebration of life for Bruce Gouthro,
and gave condolences for the passing of Lloyd Hines, Former Minister of
Transportation/past Councillor/Warden.
