Summary of Decisions
1. Call to Order
2. Administration of the Oaths of Office for New Commissioners:
The Municipal Clerk administered the Oaths of Office for the newly appointed members
of the CBRM Board of Police Commissioners.
3. Election/Selection of Chair:
Commissioner Eldon MacDonald was declared Chair of the Board of Police
Commissioners.
4. Land Acknowledtement

6. Selection of Vice-Chair:
Commissioner Dale Deering-Bert was declared Vice-Chair of the Board of Police
Commissioners.
7. Approval of Agenda:
Motion to approve the November 23, 2022, CBRM Board of Police Commissioners
Agenda as presented. Carried.
8. Approval of Minutes:

11. Presentation of Lone Service Medals:
The Police Chief presented Long Service Medals and honours to recipients in recognition
of their years of service and dedication to the Community.

1. Call to Order
The Municipal Clerk called the meeting to order.
2. Administration of the Oaths of Office for New Commissioners:
Deborah Campbell Ryan, Municipal Clerk, administered the Oaths of Office for the
newly appointed members of the CBRM Board of Police Commissioners.
3. Election/Selection of Chair:
The Municipal Clerk called for nominations for the Chair of the Police Commission,
noting that as per the Committees RC4 Policy, the appointment of Chair shall be for a
term of two consecutive years, and the Chair shall also represent CBRM on the NS
Association of Police Governance Board. Once selected the Chair will then call for
nominations for Vice Chair.
Commissioner Dale Deering Bert nominated Commissioner Eldon MacDonald as Chair
of the CBRM Board of Police Commissioners and Commissioner MacDonald accepted
the nomination.
The Municipal Clerk asked if there were any additional nominations for Chair.
Hearing none, Commissioner Eldon MacDonald was declared Chair of the Board of
Police Commissioners for a term of two years.

The Chair called for nominations for the position of Vice-Chair of the Police
Commission.
Commissioner Lorne Green nominated Commissioner Dale Deering-Bert for Vice-Chair
of the CBRM Board of Police Commissioners and Commissioner Deering-Bert accepted
the nomination.
The Chair asked if there were any further nominations. Hearing none,
Commissioner Dale Deering-Bert was declared Vice-Chair of the Board of Police
Commissioners.

7. Approval of Agenda
Motion:
Moved by Commissioner Green, seconded by Commissioner Bailey, to approve the
November 23, 2022, CBRM Board of Police Commissioners Agenda as presented.
Motion Carried.

9. Divisional Reports —June 1, 2022, to November 15, 2022:
Chair Eldon MacDonald called upon Inspector Bill Turner and Inspector Paul Muise to
present the CBRPS Divisional and Operational Support Reports.
Inspector Bill Turner reviewed the Divisional Report, noting the following:

• Five new Constables were sworn into service as a result of an ongoing
recruitment campaign to fill existing vacancies and to maintain the complement of
front-line officers keeping our communities safe.
• Seven officers were promoted within the police service to fill positions of
Sergeant and Staff Sergeant.
• Police Service Dog (PSD) "Chip" began service in June 2022 following the
retirement of PSD Dakota who joined CBRPS in 2012. Chip will serve alongside
his partner, K9 Dog Handler, Constable Dale McLean. The K9 Unit is a crucial
part of police operations, helping to locate lost persons, track lost or stolen items
and suspects, detect illegal drugs, firearms and ammunition and also to assist
officers on patrol, in drug enforcement and emergency response.

Divisional Reports—June 1,2022, to November 15,2022 (Cont'd):
• Participated in the I Ph annual Special Olympics Truck Convoy in Dartmouth.
Special Olympics is the international charity of choice of the Law Enforcement
Community, and this is the largest fundraising event for Special Olympics in
Nova Scotia. This year there were 217 vehicles participating, helping to raise over
$136,000 for Special Olympics. Our Police Service worked collaboratively with
all other police services in the province to provide traffic support for this very
worthwhile event.
• Participated in Operation Impact 2022, a national campaign to raise awareness
about risky driving behaviours including speed, seatbelt use, impaired driving,
and distracted driving. Through checkpoints police checked over 5000 vehicles
and issued 130 tickets.
• Through a Memorandum of Agreement with Parks Canada, CBRPS provided an
officer to patrol Parks Canada properties to ensure visitor safety, enforce
applicable laws and liaise with the community, beginning in June and continuing
through September.

10. Strategic Plan:
Desiree Magnus, Communications/PR Advisor, provided a presentation on the Strategic
Plan 2022-2025 highlighting the following:
Guiding Principles
Organizational Chart
Strategic Priorities
• Delivering Services to the Community
Valued Human Resources
• Ensuring Effective Partnerships
• Pursuing Financial Stability
In response to Commissioner Lloyd Bailey's request, Ms. Magnus indicated that she would
include the Police Commission in the Organization Chart and note the Commission's
responsibilities with respect to the Police Service in the Strategic Plan and include page
numbering in the document.
Following the presentation, the Chair thanked Ms. Magnus for providing the presentation.

11. Presentation of Lone Service Medals:
Police Chief Robert Walsh welcomed the new Commissioners and congratulated Chair
MacDonald and Vice-Chair Deering-Bert on their appointment to the Board of Police
Commissioners.
Police Chief Walsh extended congratulations on behalf of Mayor Amanda McDougall to
the award recipients as she was not able to attend the presentation ceremony.
Desiree Magnus, Communications / PR Advisor then proceeded to announce the names
of the recipients and the presentation of the Long Service Medals by Chief Walsh were
made to the following officers in recognition of their years of service and dedication to
the Community:

Constable Tamara Christmas: 25 years
Staff Sergeant Ken Routledge: 25 years
Constable Ray Aitkens: 15 years
Police Chief Walsh presented Sergeant Barry Gordon with a service recognition award on
behalf of the Cape Breton Regional Police Service in acknowledgement of his 45 years of
dedicated service and commitment to public safety. The Chief noted that Sergeant
Gordon was in his 47th year of service but they did not have the opportunity over
COVID-19 pandemic restrictions to do the presentation earlier.
