Summary of Decisions Land Acknowledgement Roll Call O’ Canada 1. APPROVAL OF AGENDA: th Motion to approve the October 11, 2022, Council Agenda as circulated. 2. APPROVAL OF MINUTES: Motion of approval of the Minutes from: August 23, 2022 – Council  Carried. 3. PROCLAMATIONS & RESOLUTIONS: 3.1 Cadet Day (for ratification): Motion that CBRM Mayor Amanda M. McDougall and Council proclaim Saturday, st Carried. October 1, 2022 as Cadet Day in the Cape Breton Regional Municipality. 4. REPORT: 4.1 Update on Hurricane Fiona: The CBRM Manager of Emergency Management provided a report regarding CBRM’s experience with Hurricane Fiona to date. For information only. CORPORATE SERVICES ISSUES: 5.1 Election/Selection of Deputy Mayor: Councillor James Edwards was elected to serve as Deputy Mayor, commencing st November 1, 2022, for a one-year term as per the Deputy Mayor Policy. 5.2 Appointment of the Nominating Committee: Motion that the following Councillors be appointed to serve on the Nominating Committee with the Mayor:  Deputy Mayor Earlene MacMullin  Councillor Eldon MacDonald  Councillor Glenn Paruch  Councillor Steve Parsons  Councillor Darren O’Quinn Carried. 6. COMMITTEE REPORTS: N/A 7. FINANCIAL STATEMENTS: Jennifer Campbell, Chief Financial Officer 7.1 CBRM to July 31, 2022: For Information Only. 7.2 Port of Sydney Development Corporation to July 31, 2022: For Information Only. 8. Review of Action Items from this Meeting : The Mayor reviewed action items from this meeting. At this time in the meeting, Mayor McDougall thanked all staff of CBRM staff for their commitment during the Hurricane Fiona State of Emergency. 3.PROCLAMATIONS: 3.1 Cadet Day (for ratification): Motion: Moved by Councillor Gordon MacDonald, seconded by Deputy Mayor MacMullin, that st CBRM Mayor Amanda M. Continued… Council Meeting - Minutes 57 of October 11, 2022 Approved November 8, 2022 4. REPORT: 4.1 Update on Hurricane Fiona: Mayor Amanda M. McDougall noted that there is a long road to recovery, rebuilding, strengthening, and growing as an organization when responding to weather events and emergency situations. She advised that CBRM will be conducting a thorough debrief process to help CBRM be more prepared for the next weather event. Bruce MacDonald, CBRM Manager of Emergency Management, provided a report regarding CBRM’s experience with Hurricane Fiona to date, highlighting the following:  Mitigation/Preparedness  Response  Recovery  Province of Nova Scotia Hurricane Fiona Support  Response/Recovery Partners to Acknowledge Mayor McDougall thanked Bruce MacDonald for the information and his efforts in coordinating the CBRM Emergency Operations Centre. For information only. 5. CORPORATE SERVICES ISSUES: 5.1 Election/Selection of Deputy Mayor: Mayor Amanda M. McDougall thanked Deputy Mayor Earlene MacMullin for her service as Deputy Mayor during the past two years. The Municipal Clerk explained the election/selection process as outlined in the Deputy Mayor Policy. Mayor McDougall then called for nominations for the Office of Deputy Mayor. Councillor Edwards was nominated by Councillor Green and Councillor Edwards accepted the nomination. Councillor Eldon MacDonald nominated Gordon MacDonald and Councillor Gordon MacDonald accepted the nomination. Continued… Council Meeting - Minutes 67 of October 11, 2022 Approved November 8, 2022 CORPORATE SERVICES ISSUES – Election/Selection of Deputy Mayor (Cont’d): Following a vote,Mayor McDougall declared Councillor James Edwards as Deputy Mayor, commencing November 1, 2022, for a one-year term. Motion: Moved by Councillor Gordon MacDonald, seconded by Councillor Gillespie, that the ballots from the election process for Deputy Mayor be destroyed. Motion Carried. 5.2 Appointment of the Nominating Committee: Deborah Campbell Ryan, Municipal Clerk, advised there is a requirement to appoint the Nominating Committee for a two-year term in accordance with Section 12 of Policy RC4 Committees. Upon appointment, the Nominating Committee shall convene and nominate persons to serve on the standing committees and external agencies/committees. The Mayor then asked for at least five volunteers to serve with the Mayor on the Nominating Committee. Five Council members put their names forward, and then the following motion was made: Motion: Moved by Councillor Bruckschwaiger, seconded by Councillor Green, that the following Councillors be appointed to serve on the Nominating Committee with the Mayor:  Deputy Mayor Earlene MacMullin  Councillor Eldon MacDonald  Councillor Glenn Paruch  Councillor Steve Parsons  Councillor Darren O’Quinn Motion Carried. 6. Review of Action Items from this Meeting : Mayor McDougall recognized Council and Staff for making sure CBRM constituents were safe during the effects of Fiona. She advised that Council and Staff are working hard to ensure that the Provincial and Federal counterparts are listening to CBRM needs and once she has details on the Federal disaster financial assistance funding, it will be shared with the constituents of CBRM.
