1. APPROVAL OF AGENDA:
Motion to approve the May 17,2022 Special Council Agenda and Addendum as circulated.
Carried.
ADDENDUM:
IA. PROCLAMATION:
1A.1 Inflammatory Bowel Disease (IBD) Day:
Motion that CBRM Mayor Amanda M. McDougall and Council proclaim May 19a', 2022
as "Inflammatory Bowel Disease (IBD) Day" in the Cape Breton Regional Municipality
and join and spread awareness to better understand these diseases to find a cure. Carried.
2. PRESENTATION:
2.1 Nova Scotia Department of Public Works
Representatives from the Nova Scotia Department of Public Works provided a
presentation on Highway Programs.
CBRM Director of Engineering and Public Works will be asked to facilitate a workshop
with the Department of Public Works and Council at a later date.
3. Active Transportation Plan Update:
The Senior Planner provided an update on the CBRM Active Transportation Plan.

Mayor Amanda M. McDougall advised that there would be a short recess at 2:30 p.m. for
staff to participate in the Flag Raising for the International Day Against Homophobia and
Transphobia.
1. Approval of Agenda
Motion:
Moved by Councillor Green, seconded by Councillor O'Quinn, to approve the May 17a',
2022 Special Council Agenda and Addendum as circulated.
Motion Carried.
ADDENDUM:

Motion:
Moved by Councillor Gordon MacDonald, seconded by Deputy Mayor MacMullin, that
CBRM Mayor Amanda M. McDougall and Council proclaim May 19a', 2022 as

At this point in the meeting, Mayor McDougall advised that there is a meeting scheduled
for June 21, 2022 with Ministers Karla MacFarlane and Pat Dunn to discuss what a
community transportation plan would look like for the CBRM and what funding would be
available to implement it.

2. PRESENTATION:
2.1 Nova Scotia Department of Public Works:
Troy Webb, Acting Executive Director of Maintenance and Operations, presented on
behalf of Mark Peachy who was unable to attend the meeting, and introduced Paul Colton,
Acting District Director for the Eastern District, and Cody Roland, Area Manager for Cape
Breton Public Works,who were also in attendance. Mr. Webb then provided a presentation
on the Department of Public Works Highway Programs, including:
• Highway System Size and Scope
Organizational Structure
• Maintenance & Operations
• Engineering & Construction
Capital, Budgets Maintenance & Operations
• Five Year Highway Improvement Plan—2022/23
• Paved Roads (excluding 100 Highway series)
Gravel Roads
• Bridges
Snow and Ice Control Program
• Registry of Motor Vehicles
• Road Upgrading Requests
At this point in the meeting, Mayor McDougall called a recess to allow Council and staff
to participate in the Flag Raising Ceremony for the International Day Against Homophobia
and Transphobia.
Recess at 2:41 p.m.
Reconvened 3:02 p.m.
Representatives from the NS Department of Public Works then responded to questions on
issues in CBRM, including the following:
➢ J-Class and Gravel Roads
➢ Brush/weed cutting
➢ Potholes on Grand Lake Road (asphalt tender)
➢ Maintenance of Bridges
➢ Contaminated fill at Airport Road
➢ Quality of paint used for road markings
➢ Budget allocation in CBRM

PRESENTATION - Nova Scotia Department of Public Works (Cont'd):
➢ Tobin Road entrance to the Northside Industrial Park
➢ New roundabouts to be constructed
➢ Snow removal
➢ Ruts in the pavement on Highway 125
Mayor McDougall requested Mr. Colton to provide the list of Department of Public Works
projects in the CBRM for this year via email.
Mayor McDougall thanked the presenters from the Department of Public Works and
advised that the CBRM Director of Engineering and Public Works will be asked to
facilitate a workshop with the Department of Public Works and Council at a later date.
Mayor McDougall advised that due to time constraints, the Transit Cape Breton Update
and the Operational Review will be postponed until the May 24a'Council meeting,however
the Active Transportation Plan update will proceed today.
3. Active Transportation Plan Update:
Karen Neville, Senior Planner,advised Council that a detailed presentation on a new Active
Transportation Plan for CBRM will be provided by the consultants, Fathom Studios, at an
upcoming meeting of Council. She then reviewed the staff report in the agenda package.
Following the presentation, Council discussed the information provided and thanked the
Senior Planner for providing the update.

5. Review of Action Items from the Meeting:
Mayor McDougall noted that that there will be discussion with the Director of Engineering
and Public Works to facilitate a workshop with the Department of Public Works and
Council at a later date.
