1. APPROVAL OF AGENDA:
Motion to approve the September 29, 2021, Special Council Agenda as circulated.
Carried.
2. BUSINESS ARISING:
2.1 Audit Committee—September 29, 2021:
a) Draft Audited Financial Statements for Year Ended March 31,
2021:
Motion to approve the CBRM Consolidated Financial Statements for the Year Ended
March 31, 2021 and release same to the Province of Nova Scotia. Carried.
Motion to approve the CBRM Water Utility Financial Statements for the Year Ended
March 31, 2021 and release same to the Province of Nova Scotia. Carried.
Motion to approve the CBRM Audit Findings Report for the Year Ended March 31, 2021
and the Management Letter and release same to the Province of Nova Scotia. Carried.

Motion:
Moved by Councillor Paruch, seconded by Councillor Gordon MacDonald, to approve the
September 29, 2021, Special Council Agenda as circulated.
Motion Carried.
2. BUSINESS ARISING:
2.1 Audit Committee—September 29, 2021:
a) Draft Audited Financial Statements for Year Ended March 31,
2021:
Jennifer Campbell, Chief Financial Officer (CFO), introduced this issue. She advised that
at the Audit Committee meeting held earlier this date, the CBRM Auditor, MNP provided
their Findings Report and Management Letter for Internal Control Efficiencies.
The Chief Financial Officer provided the following highlights from her Report to the Audit
Committee:
Operational surplus $3.9 m
Water Utility surplus $2.6 m
Clean and unqualified audit opinions reported by MNP for both statements
Statements were presented fairly and in accordance with respective reporting
frameworks
Ms. Campbell advised that the draft motions from the Audit Committee required for
Council to formally approve the statements for release to the province and the public will
be provided by the Clerk.
At this point in the meeting, the Clerk shared her screen with proposed motions and then

Motion:
Moved by Councillor Paruch, seconded by Councillor Cyril MacDonald, to approve the
CBRM Consolidated Financial Statements for the Year Ended March 31, 2021 and release
same to the Province of Nova Scotia.

Moved by Councillor Eldon MacDonald, seconded by Councillor Tracey, to approve the
CBRM Water Utility Financial Statements for the Year Ended March 31, 2021 and release
same to the Province of Nova Scotia.
Motion Carried.
Motion:
Moved by Councillor Eldon MacDonald, seconded by Councillor O'Quinn, to approve the
CBRM Audit Findings Report for the Year Ended March 31, 2021 and the Management
Letter and release same to the Province of Nova Scotia.
Motion Carried.
Mayor McDougall thanked the Chief Financial Officer for her direction and the work of
her team and contributions of the Audit Committee.
