3. Dangerous and Unsightly Property — Cleanup Order: File #11857; PID #15012305 — 5
Allens Drive, North Sydney, District 2 (Sylvia Dolomont):
Paul Burt, Manager of Building, Planning and Licensing Laws, advised that on December 10, 2020
a cleanup order was issued to Ms. Sylvia Dolomont as per section 346 of the Municipal Government
Act(MGA). The property is strewn with garbage, rotting food and other debris, and is attracting rats,
and there have been numerous complaints received prior to and after the order being issued, and these
complaints have continued since.
Ms. Dolomont has subsequently appealed this order as per her right under section 346(2) of the MGA
and due to COVID-19 restrictions, we were unable to schedule an in person
Appeals Standing Committee meeting until now to hear her appeal.
Staff presented information to support the order being considered.
At this point in the meeting, Mayor McDougall asked if Ms. Dolomont was present to speak to appeal
the cleanup order. Ms. Dolomont was not present to appeal the Order.

The following motion was then put forward.
Motion:
Moved by Deputy Mayor MacMullin, seconded by Councillor Paruch,to deny the appeal and to uphold
the order to clean up the property 5 Allens Drive, North Sydney (PID# 15012305) as issued on
December 14, 2020.
Motion Carried.
