Approval of Agenda: Motion to approve the December 8, 2020 Nominating Committee Agenda as circulated. Carried. 3. Council Appointments to CBRM Committees and External Agencies —2020 to 2022: Pitu'paq Motion that a recommendation be made to Council to appoint Councillor Cyril MacDonald and Councillor Steve Parsons to Pitu'paq for a two-year. Carried. Heritage Advisory Committee Motion that a recommendation be made to Council to appoint: Councillor Eldon MacDonald Councillor Glenn Paruch Councillor James Edwards Councillor Ken Tracey Councillor Darren O'Quinn to Heritage Advisory Committee for a two-year term. Carried. Charter Ad Hoc Motion that a recommendation be made to Council to appoint: • Deputy Mayor Earlene MacMullin Councillor Cyril MacDonald Councillor Steve Gillespie Councillor James Edwards Councillor Darren O'Quinn Councillor Lorne Green to the serve on the CBRM Charter Ad Hoc Committee for a two-year term. Carried. REN Liaison and Oversight Committee Motion that a recommendation be made to Council to appoint: • Deputy Mayor Earlene MacMullin Councillor Steve Parsons to the serve on the REN Liaison & Oversight Committee for a two-year term. Carried. Police Commission Motion that a recommendation be made to Council to appoint: Councillor Steve Gillespie Councillor Eldon MacDonald Councillor James Edwards to the CBRM Board of Police Commissioners for a two-year term. Carried. Fire and Emergency Services Committee Motion that a recommendation be made to Council to appoint: Councillor Gordon MacDonald Councillor Glenn Paruch Councillor Darren Bruckschwaiger Councillor Lorne Green to serve with the Deputy Mayor on the Fire and Emergency Services Committee for a two- year term. Library Board Motion that a recommendation be made to Council to appoint: Councillor Eldon MacDonald Councillor Glenn Paruch Councillor Darren O'Quinn to the Cape Breton Regional Library Board for a two-year term. Carried. CBRM Youth Council Advisory Committee Motion that a recommendation be made to Council to appoint Councillor Ken Tracey and Councillor Darren O'Quinn to the CBRM Youth Council Advisory Committee for a one- year term. Carried. Audit Committee Motion that Councillor Glenn Paruch be included on the list of Nominations for the Audit Committee. Carried. Motion that a recommendation be made to Council to appoint: Councillor Cyril MacDonald Councillor Glenn Paruch Councillor Steve Parsons Councillor Lorne Green to the serve with the Deputy Mayor on Audit Committee for a two-year term. Carried. Motion that the Clerk be instructed to destroy the ballots. Carried. 4. Citizen Appointments on CBRM Internal Committees and External Agencies: Motion to direct the Clerk to call for Expressions of Interest for citizen vacancies on the: • Board of Police Commissioners • Audit Committee • Diversity Committee • Heritage Advisory Committee Cape Breton Regional Library Board • Port of Sydney Development Corporation (Business & Commerce Sector) and that a report be brought back to the Nominating Committee. Regional Enterprise Network (REN) Liaison & Oversight Committee — CBRM Staff Appointments: Motion that a recommendation be made to Council to appoint Ken LeBlanc, Community Development Coordinator, as one of the CBRM staff representatives on the Liaison & Oversight Committee for the REN, and that Jennifer Campbell, Chief Financial Officer, be reappointed as the second CBRM staff representative on the LOC. Carried. 6. Nova Scotia Affordable Housing Commission: Motion that a recommendation be made to Council to appoint Marie Walsh, Chief Administrative Officer, to the new Nova Scotia Affordable Housing Commission as CBRM's representative. Approval of Minutes: Motion: Moved by Councillor Gillespie, seconded by Councillor Eldon MacDonald, approval of the Nominating Committee Minutes from: ➢ January 16, 2020 Motion Carried. 2. Approval of Agenda: Motion: Moved by Councillor Parsons, seconded by Councillor Gordon MacDonald, approval of the December 8, 2020 Nominating Committee agenda as circulated. Motion Carried. 3. Council Appointments to CBRM Committees and External Agencies —2020 to 2022: Ms. Deborah Campbell Ryan, Municipal Clerk, reviewed the Memo included in the agenda package. She noted that a revised Master Selection Sheet was prepared and circulated during the meeting. The Clerk advised that some Committees have more requests than available positions, therefore an election would be in order for the following: • Police Commission • Fire & Emergency Services Committee • Library Board NS Solid Waste Regional Chairs Committee • Youth Council Advisory Committee It was pointed out by the Clerk that all appointments with the exception of the CBRM Youth Council Advisory Committee are for a two-year term. Ms. Campbell Ryan advised that two Councillors have expressed an interest in serving on Pitu'paq, however the external agency only requires one Councillor. Councillor Cyril MacDonald and Councillor Parsons advised that Pitu'paq would like to have both serve on the Committee. Staff has reached out to Pitu'paq to confirm this but have not yet heard back. In the interim, it was suggested that the Nominating Committee could recommend to Council that both Councillors be appointed, but if only one is required, Councillor Cyril MacDonald has indicated that he will withdraw his name and Councillor Parsons can represent CBRM on Pitu'paq Committee. Nominating Committee Minutes December 8,2020 Approved June 23,2021 Page-7 Council Appointments to CBRM Committees and External Agencies—2020 to 2022 (Cont'd): Ms. Campbell Ryan advised that Councillor Cyril MacDonald has indicated that he would be willing to serve on the Audit Committee, however another appointment is required, and it is the role of this Committee to nominate a Councillor to serve on the Audit Committee. The remaining committees have sufficient numbers. The Clerk advised that 6 Councillors expressed an interest on serving on the Police Commission, however only 3 members are required. An election would be in order if that is the wish of the Committee and the Clerk explained that process. Deputy Mayor MacMullin read the names of those who have expressed interest to serve on the Police Commission. It was then agreed that the Nominating Committee vote on Committee appointments one committee at a time. Members discussed how to best address the number of Councillors wanting to serve on both Police Commission and Fire and Emergency Services Committees. At that point, Councillor Gillespie withdrew his name from the list for the Fire and Emergency Services Committee. It was agreed that discussion be for no more than 2 minutes each time, and that there be no limit to the number of times Committee members wish to speak. Police Commission Ballots were circulated by Clerk's Staff for the election of the Police Commission representatives. While the Police Commission election was taking place, the Clerk suggested the Committees that have the required number of representatives be addressed, and the recommendations would be going to Council later that evening. Pitulpaq Motion: Moved by Councillor Gillespie, seconded by Councillor Parsons, that a recommendation be made to Council to appoint Councillor Cyril MacDonald and Councillor Steve Parsons to Pitu'paq for a two-year term. Motion: Moved by Councillor Gillespie, seconded by Councillor Gordon MacDonald, that a recommendation be made to Council to appoint: • Deputy Mayor Earlene MacMullin Councillor Steve Parsons to the serve on the REN Liaison & Oversight Committee for a two-year term. Motion Carried. Police Commission (Cont'd) At this point in the meeting, the Clerk provided the Committee with the results of the Police Commission election noting that Councillor Gillespie and Councillor Edwards both received 4 votes, and that 3 Councillors have tied with 3 votes each for the third position. A second ballot was required. The Clerk advised that the names to consider for the third position on the Police Commission are: Councillor Eldon MacDonald, Councillor Bruckschwaiger and Councillor Green. The Committee was asked to vote for only one name. The Clerk announced that Councillor Eldon MacDonald was voted in the second election to fill the third Council appointment on the Police Commission. Motion: Moved by Councillor Parsons, seconded by Councillor Paruch, that a recommendation be made to Council to appoint: Councillor Steve Gillespie Councillor Eldon MacDonald Councillor James Edwards to the CBRM Board of Police Commissioners for a two-year term. Nominating Committee Minutes December 8,2020 Approved June 23,2021 Page-10 Council Appointments to CBRM Committees and External Agencies—2020 to 2022(Cont'd): Fire & Emergency Services Committee Deputy Mayor MacMullin noted that Councillor Gillespie had earlier removed his name from this list. The Committee requires 4 members with the Deputy Mayor and there are 7 members who have expressed interest to serve. Ballots were circulated by Clerk's Staff for the election of the four Fire and Emergency Services representatives. After the ballots were collected, the Clerk advised that there was a clear decision on the nominations. The following motion was then put forward: Motion: Moved by Councillor Eldon MacDonald, seconded by Councillor Parsons, that a recommendation be made to Council to appoint: • Councillor Gordon MacDonald • Councillor Glenn Paruch Councillor Darren Bruckschwaiger Councillor Lorne Green to serve with the Deputy Mayor on the Fire and Emergency Services Committee for a two- year term. Motion Carried. At this point in the meeting, it was agreed to continue with the voting on the committee members before addressing the appointment of one additional Council representative to the Audit Committee. Library Board Deputy Mayor MacMullin advised that three Councillors are required, and there are 4 expressions of interest. Ballots were circulated by Clerk's Staff for the vote on the three Council representatives to the Library Board. The Clerk advised that there is a tie vote. Councillor O'Quinn is a clear vote receiving 6 votes with all others receiving four each. Additional ballots were circulated, and the Committee was asked to select two names. Following the vote, the Clerk declared that Councillor Eldon MacDonald and Councillor Glenn Parch were chosen by ballot. Continued... Motion Carried. NS Solid Waste—Resource Management Regional Chairs Committee Deputy Mayor MacMullin advised that one Council member is required and two have expressed interest. Meetings take place everyone 4 to 6 weeks and prior to COVID there was a time commitment and a lot of travel involved. Clerk's Staff circulated the ballots for the NS Solid Waste — Resource Management Regional Chairs Committee representative. The Clerk declared that appointee to the NS Solid Waste—Resource Management Regional Chairs Committee representative is Councillor Cyril MacDonald. Motion: Moved by Councillor Gillespie, seconded by Councillor Eldon MacDonald, that a recommendation be made to Council to appoint Councillor Cyril MacDonald to the NS Solid Waste—Resource Management Regional Chairs Committee for a two-year term. Motion Carried. CBRM Youth Council Advisory Committee Deputy Mayor MacMullin advised that two Council members are required, and that this appointment is for a one-year term. The Committee discussed those who have expressed interest in serving along with their nominations for other committees. Clerk's Staff circulated the ballots for the CBRM Youth Council Advisory Committee. Following the counting of the ballots, Ms. Campbell Ryan declared that Councillor Tracey and Councillor O'Quinn have been selected to serve on the CBRM Youth Council Advisory Committee. Continued... Motion Carried. Audit Committee Deputy Mayor MacMullin advised that the Audit Committee is a very informative committee and training is available. She further advised that the Audit Committee usually meets twice a year and will include two Citizens along with Deputy Mayor as Chair and four Council representatives. At this point in the meeting, Councillor Paruch offered his name to serve on the Audit Committee and the following motion was put forward: Motion: Moved by Councillor Steve Gillespie, seconded by Councillor Eldon MacDonald, that Councillor Glenn Paruch be included on the list of Nominations for the Audit Committee.
