Acting Police Chief Robert Walsh Marie Walsh, Chief Administrative Officer Jennifer Campbell, Chief Financial Officer John MacKinnon, Deputy Chief Administrative Officer Deborah Campbell Ryan, Municipal Clerk Acting Superintendent Reg Hutchings Inspector Paul Muise Staff Sergeant Joe Farrell Staff Sergeant Bill Turner Sharon MacSween, Senior Administrative Assistant Tanya Nicholson, Recording Secretary Absent: N/A Also Councillor Eldon MacDonald Attending: CBRM Board of Police Commissioners Minutes -June 22, 2020 Approved March 29, 2021 2 of 6 Summary of Decisions: 1. APPROVAL OF MINUTES: Motion to approve minutes from: ➢ CBRM Board of Police Commissioners —February 12, 2020 Carried. 2. APPROVAL OF AGENDA: Motion to approve the June 22,2020 Board of Police Commissioners Agenda as presented. Carried. 3. Police-Public Interactions: A report was provided on this matter by Acting Chief Robert Walsh. For Information Only. 4. COVID-19 Response Overview: An overview was provided on the CBRPS COVID-19 response. For Information Only. 5. Revised Police Services Budget 2020-2021: Motion that the revised 2020-2021 Police Services Operating Budget be recommended to Council for approval. Carried. 6. Police Review—Terms of Reference: An overview was provided on this matter by CAO Marie Walsh. For Information Only. APPROVAL OF MINUTES: Motion: Moved by Commissioner Gillespie, seconded by Commissioner George MacDonald, approval of the Minutes from: ➢ CBRM Board of Police Commissioners —February 12, 2020 Motion Carried. 2. APPROVAL OF AGENDA: Motion: Moved by Commissioner Luedee, seconded by Commissioner Bailey, to approve the June 22, 2020 CBRM Board of Police Commissioners Agenda as presented. Motion Carried. 3. Police-Public Interactions: Acting Police Chief Robert Walsh advised that a response to Commissioner Bailey's questions are outlined in letter format which is included in the agenda package. For Information Only. 4. COVID-19 Response Overview: Acting Police Chief Robert Walsh noted that an overview of the COVID-19 response was included in the agenda package. The Commission then discussed the following: • All training to be completed by year end. COVID-19 training • Tickets issued under the Provincial State of Emergency For Information Only. Revised Police Services Budget 2020-2021: The Acting Police Chief reviewed the revised 2020-2021 Police Services Budget noting adjustments to the following line items as a result of COVID-19 implications: Wages/Salaries & Benefits • Training/Education • Travel/Conferences • Building/Facilities Renovations Gasoline & Diesel Operational Materials/Supplies Motion: Moved by Commissioner Gillespie, seconded by Commissioner Bailey, that the revised 2020-2021 Police Services Operating Budget be recommended to Council for approval. Motion Carried. 6. Police Review—Terms of Reference: Ms. Marie Walsh, Chief Administrative Officer,provided background information on this issue and spoke to the Memo and the terms of reference in the Request for Proposals (RFP) that was included in the agenda package, noting that the RFP closes on July 9, 2020. For Information Only. 7. CBRPS Divisional Reports: Staff Sergeant Joe Farrell and Staff Sergeant Bill Turner reported on initiatives, divisional and operational support, for the period March 1, 2020 to June 12, 2020. HIGHLIGHTS AND INITIATIVES • The majority of time and resources during this reporting period were spent on COVID- 19 operations.
