Special Council Meeting Minutes

Mayor Cecil P. Clarke called the meeting to order and noted the following
participants in the Video/Teleconferencing:

3.1 Audit Committee—September 28, 2020
• Draft Audited Financial Statements for Year Ended March 31,
2020:
Motion that Council approve and release the:
• CBRM Consolidated Financial Statements for the Year Ended March 31, 2020
• CBRM Water Utility Financial Statements for the Year Ended March 31, 2020
• Audit Findings Report for the Year Ended March 31, 2020

2. APPROVAL OF AGENDA:

Moved by Councillor Gillespie, seconded by Councillor Bruckschwaiger, to approve the
September 28, 2020 Special Council Agenda as circulated.

3. BUSINESS ARISING:
3.1 Audit Committee—September 28, 2020
• Draft Audited Financial Statements for Year Ended March 31,
2020:
Ms. Jennifer Campbell, Chief Financial Officer, advised that the 2019/2020 Annual
Financial Report was presented at the Audit Committee Meeting held earlier today and
was posted on the CBRM's website. Ms. Campbell provided a summary consisting of the
following:
• CBRM reported a slim operating surplus of $11,940 before the transition to the
PSAB (Public Sector Accounting Board) format.
• Water Utility reported an operating surplus of $2,797,414 which eliminates the
Water Utility deficit.
• CBRM's estimated borrowing is $11.1 million, bringing CBRM's debt to
$71,602,103.
• The auditors presented a clean audit report.
• Audit Committee unanimously recommends to Council the approval of the
audited CBRM Consolidated Financial Statements and the audited CBRM Water
Utility Financial Statements for the year ended March 31, 2020.
