The Chair called the meeting to order. 1. Approval of Minutes: Motion to approve Minutes from: ➢ CBRM Board of Police Commissioners - December 10, 2019 Carried. 2. Approval of Agenda: Motion to approve the February 12, 2020 Board of Police Commissioners Agenda as presented. Carried. 3. CBRPS Proposed Budget 2020-2021: Motion that the proposed 2020-2021 Proposed Police Budget be recommended to Council for approval. Carried. Adjournment CBRM Board of Police Commissioners 3 Minutes,February 12,2020 Approved June 22,2020 The CBRM Board of Police Commissioners met earlier this date pursuant to Section 22(2)(c) of the Municipal Government Act. Roll Call 1. Approval of Minutes: Motion: Moved by Commissioner Gillespie, seconded by Commissioner George MacDonald, to approve the CBRM Board of Police Commissioners Minutes of: ➢ December loth 2019 Motion Carried. 2. Approval of Agenda: Motion: Moved by Commissioner Luedee, seconded by Commissioner George MacDonald, to approve the February 12, 2020 CBRM Board of Police Commissioners Agenda as presented. Motion Carried. 3. CBRPS Proposed Budget 2020-2021: The Deputy Chief of Police introduced the proposed 2020-2021 Operating Budget for the Police Services and provided an overview of the economic responsibilities and pressures of the Cape Breton Regional Police Service. The Deputy Chief advised that the budget request for the 2020-2021 fiscal year is approximately $26.5 million which reflects increases for wages, salaries and benefits that were previously negotiated in contracts with all three (3) unions representing employees in the Police Service. Deputy Chief Walsh advised the majority of budget is allocated to wages (i.e. 90%) and the remaining 10% is allocated to uniforms, vehicles, fuel, officer safety and training. Deputy Chief Walsh noted that the Communications Dispatch Centre was reallocated to the Technology Department Budget which was $1.7 million extracted from the Police Budget. Continued... CBRM Board of Police Commissioners 4 Minutes,February 12,2020 Approved June 22,2020 CBRPS Proposed Budget 2020-2021 (Cont'd): Deputy Chief Walsh advised that CBRPS consists of 200 sworn officers, 167 of which are funded by CBRM, and these numbers are far below the national standards for police- to-population ratios. The additional positions are secured through $4 million in cost recovery partnerships with Membertou First Nation, the Cape Breton-Victoria Regional Centre for Education, the Nova Scotia Department of Justice through the Boots on the Street program, and RCMP Traffic Services. During the discussion, some of the items raised included: • Transfer of the Communications Dispatch Centre to the Technology Department • End of the 5-year funding cycle for RELAYS program • Absenteeism effects on budget • Increase in professional services for upcoming review board hearings Motion: Moved by Commissioner Gillespie, seconded by Commissioner Gillis, that the proposed 2020-2021 Police Services Operating Budget be recommended to Council for approval.
