1. Approval of Agenda
Motion
Moved by Councillor Tracey, seconded by Citizen Ashford, to approve the
May 16, 2024, heritage advisory committee agenda as presented.

2. Approval of Minutes
Motion
Moved by Councillor O'Quinn, seconded by Councillor Tracey, to approve the
heritage advisory committee minutes of:

3. Municipal Heritage Registration - 26 Archibald Ave., North
Sydney (PID 15026644)
Karen Neville, Heritage Officer, provided background information on the
property. Heritage Officer Neville informed based on the scoring criteria of
this property, it is recommended this property be registered as a Municipal
Heritage Property. The following motion was then put forward:

Moved by Councillor O'Quinn, seconded by Councillor Tracey, to initiate the
process for registering 26 Archibald Ave., North Sydney (PID 15026644) as a
Municipal Heritage Property.

4. Municipal Heritage Registration - 54 Blowers St., North Sydney
(PID 15029085)
Heritage Officer Neville provided background information on the property
and informed based on the scoring criteria of this property, it is not
recommended this property be registered as a Municipal Heritage Property.
The following motion was then put forward:

Moved by Councillor Tracey, seconded by Councillor O'Quinn, to accept the
recommendation of Karen Neville, Heritage Officer, to not initiate registering
54 Blowers St., North Sydney (PID 15029085), as a Municipal Heritage
Property due to low scoring heritage value criteria.

S. Committee Agenda Requests
a) Change of Mandate
Citizen MacInnis expressed interest in suggesting names to Nova Scotia
Community College, Sydney waterfront location, to highlight the importance
of naming aspects of the campus with heritage significance. Discussion took
place regarding process to engage with NSCC to offer suggestions. The
following motion was then put forward:

Moved by Councillor O'Quinn, seconded by Citizen Ashford, to prepare
correspondence to send to the administration of NSCC Sydney Waterfront
Campus to highlight the importance of naming aspects of the campus with
heritage significance.

b) Green Plaque Program
Kyron Coombes, Citizen / Vice-Chair, reviewed the committee agenda
request included in the agenda package. Discussion took place regarding
current CBRM green plaques, potential implementation of blue plaques, and
QR codes. The following motion was then put forward:

Moved by Citizen Coombes, seconded by Citizen DeLeskie, to direct staff to
explore additional QR code options to be included on the heritage green
plaques.

c) Return of Excellence in Built Heritage Award
Kyron Coombes, Citizen / Vice-Chair, reviewed the committee agenda
request included in the agenda package. The following motion was then put
forward:

Moved by Citizen Coombes, seconded by Citizen Ashford, to direct staff to
develop a schedule for individuals to be nominated for the Return of Excellence
in Built Heritage Award.

d) Interactive Heritage Map
Kyron Coombes, Citizen / Vice-Chair, reviewed the committee agenda
request included in the agenda package. Heritage Officer Neville informed
that CBRM Community Development Coordinators are currently working on
mapping projects. The committee agreed to wait for the final mapping
projects from the Communications Department before making any
suggestions regarding interactive heritage maps.

e) Re-evaluation of Committee Scope
Kyron Coombes, Citizen / Vice-Chair, reviewed the committee agenda
request included in the agenda package. The following motion was then put
forward:

Moved by Citizen Coombes, seconded by Citizen DeLeskie, to direct staff to
explore options to implement a two-tiered heritage recognition program.

f) Request for Resources
Kyron Coombes, Citizen / Vice-Chair, reviewed the committee agenda
request included in the agenda package. Vice-Chair Coombes informed that
prior conversations during the meeting has satisfied this request and the
request for resources can be withdrawn.
