Special Council Meeting - Minutes November 1, 2024 Approved March 18, 2025 Page 2 of 3 Mayor Cecil P. Clarke called the meeting to order. Land Acknowledgement Roll Call 1. Approval of Agenda Motion Moved by Councillor Gordon MacDonald, seconded by Councillor Paruch, to approve the November 1, 2024, Special Council agenda as presented. Motion Carried 2. Municipal Affairs Performance Audit Mayor Clarke introduced the issue and reviewed the background information provided in the agenda. After discussion, the following motion was put forward: Motion Moved by Councillor Eldon MacDonald, seconded by Councillor Paruch, to request the Department of Municipal Affairs and Housing to conduct a performance audit of the financial management and budgetary practices of the Cape Breton Regional Municipality (CBPM). Motion Carried 3. Outstanding Issue Papers Mayor Clarke introduced the issue and reviewed the information provided in the agenda. Motion Moved by Councillor MacMullin, seconded by Councillor Gordon MacDonald, to rescind all outstanding issue papers currently in circulation and request that future items requiring Council review be submitted as formalized staff reports, prepared in alignment with Council's strategic priorities. Special Council Meeting - Minutes November 1, 2024 Approved March 18, 2025 Page 3 of 3 Discussion: • Prioritize outstanding issue papers • Mayor, Council, and Directors will be included in the priority list process • Prioritizing proclamations Motion Carried 4. Election of Deputy Mayor Christa Dicks, Municipal Clerk, reviewed the memo dated November 1, 2024" and informed of the Policy Respecting the Deputy Mayor also included in the agenda. The Mayor called for nominations for Deputy Mayor. Councillor Parsons nominated Councillor Eldon MacDonald and Councillor Eldon MacDonald accepted the nomination.
