Approval of Agenda Motion Moved by Councillor Parsons, seconded by Councillor Eldon MacDonald, to approve the October 28, 2024, Special Council agenda as presented. Motion Carried At 3:45 p.m. Councillor MacMullin requested the tally of votes from the Audit Committee meeting. The information was provided by Councillor Parsons who chaired the Audit Committee meeting. Council discussed the citizen vacancy on the Audit Committee, composition and process of appointments to committees, committee participation and voting process at the Audit Committee meeting earlier in the day, impact of the approving the audited financial statements two days before the new council is sworn in, asset valuation process performed by staff and audit deadlines and updates. In response to a question, Jennifer Campbell, Chief Financial Officer, explained the debenture process and advised that as long as CBRM is outstanding with the filing of the Audited Financial Statements for Year Ended March 31, 2023, the province will withhold the release of the operating grant and gas tax transfers until the financial reporting requirements are complete. Business Arising 2.1 Audit Committee - October 28, 2024, Special Council a) Draft Audited Financial Statements for Year Ended March 31, 2023 Motion Moved by Councillor Eldon MacDonald, seconded by Councillor Parsons, to approve and release the: • CBRM Consolidated Financial Statements for the Year Ended March 31, 2023 • CBRM Water Utility Financial Statements for the Year Ended March 31, 2023 • Audit Findings Report for the Year Ended March 31, 2023 Motion Carried Meeting adjourned at 3:06 p.m. Cecil P.
