Roll Call
Chief Walsh advised that after the preparation of the agenda that several
police commissioners have expressed interest in being provided with an
update on the one-hundred series highway policing. Commission agreed to
add this topic as an addendum to the agenda.

Moved by Commissioner Tracey, seconded by Commissioner Deering-Bert, to
approve the June 27, 2024, CBRM Board of Police Commissioners agenda as
amended.

3. Impaired Driving Enforcement Recognition Awards
Chief Walsh mentioned it was an honor to be joined by the President and
Vice President of the Cape Breton Chapter of Mothers Against Drunk Driving
(MADD) Canada. These watch awards are named in honor of Constable Heidi
Stevenson who is a twenty-three-year veteran of the RCMP. These awards
recognize members of police services across Nova Scotia who remove
impaired drivers from roads and highways to ensure public safety. Gold coin
awards are given to officers who annually remove twenty-four or more
impaired drivers from roads and highways, silver coin awards are given to
officers who annually remove between fifteen and twenty-three impaired
drivers from roads and highways, bronze coin awards are given to officers
who annually remove between six and fourteen impaired drivers from roads
and highways.
The President and Vice President of MADD Cape Breton Chapter, presented
the following Cape Breton Regional Police Services (CBPPS) members with
bronze coin award certificates:
• Constable Dallas Syms
• Constable Matthew MacDonald
• Constable Natasha Morrison
• Constable Roderick Christmas
Constables Brendan Martin, Colin White, and John Dwaran also received
certificates but were unable to attend the Board of Police Commission
meeting.

Addendum — One Hundred Series Highways
Chief Walsh provided an update on the one hundred series highways and
informed on background of contracts and Memorandums of Understanding
(MOU) between the province and the CBRPS. Chief Walsh informed the most
recent MOU was due to expire on March 31, 2025, and the CBRPS withdrew
from the MOU March 31, 2023, because of staffing pressures. In the
meantime, the RCMP are policing said highways and the CBRPS assists when
necessary while awaiting a resolution to be implemented to ensure public
safety of CBP M citizens.
