Welcome
Emcee Christa Dicks, CBPM Municipal Clerk and Returning Officer, welcomed,
citizens, and family, friends and guests of newly the elected Mayor and
Council, to the 2024 Swearing in of Cape Breton Regional Municipality Mayor
and Council.

Invocation - Deacon Rhonda Crawford
Returning Officer Report - October 19th, 2024, Municipal Election
Christa Dicks, Municipal Clerk and Returning Officer, presented her report on
the October 19th, 2024, Cape Breton Regional Municipal Election and advised
that there were nine candidates who sought the office of Mayor and twenty-
six candidates who sought twelve Council seats.
Electronic voting option was available during advanced voting and paper
ballot was available on election day. Of the 55.4% of voters opted to cast
their ballots electronically and this year's voter participating was 48.3%
which is slightly down from 2020's voter turnout.
The Municipal Clerk officially declared the following people as the new
Municipal Council for the term commencing in 2024:

The Honorable Judge Diane McGrath administered the Oath of Allegiance and
of Office, and Code of Conduct for Mayor Cecil Philip Clarke.
Placement of Mayor's Chain of Office
The Mayor's Chain of Office was placed on Mayor Cecil Philip Clarke by the
Honorable Judge Diane McGrath and special guest Margaret Clarke.
