The Council met In Camera in accordance with Section 22(2)(e) of the
Municipal Government Act for item number seven.

Motion
Moved by Councillor Parsons, seconded by Councillor Eldon MacDonald, to
approve the August 20, 2024, council agenda and addendum as presented.

3. Proclamations
3.1 Emancipation Day (for ratification)
Motion
Moved by Councillor Green, seconded by Councillor Paruch, that CBRM Mayor
Amanda M. McDougall-Merrill and Council proclaim August 1, 2024, as
Emancipation Day in the Cape Breton Regional Municipality and encourage
all CBRM residents to continue working hard to establish a caring and
compassionate society in which all its members, regardless of race or ethnic
origin, have the right to live in conditions of good health, safety, dignity,
respect, and peace.

3.2 Pride Week 2024 (for ratification)

Moved by Councillor O'Quinn, seconded by Councillor Eldon MacDonald, that
CBRM Mayor Amanda M. McDougall-Merrill and Council continue their
support for a community where we embrace, recognize, and celebrate
diversity, inclusion, respect, and fellowship for all our residents and
recognize August 2nd to August 9t", 2024, as Pride Week in the Cape Breton
Regional Municipality.

3.3 Hiroshima Memorial Day (for ratification)

Moved by Deputy Mayor James Edwards, seconded by Councillor Tracey, that
CBRM Mayor Amanda M. McDougall-Merrill and Council proclaim August 6t",
2024, as Hiroshima Memorial Day in the Cape Breton Regional Municipality.
A day to remember the devastation of Hiroshima in 1945, and to renew our
commitment to ensuring freedom from the intolerable threat to civilization
and existence posed by nuclear weapons.

3.4 Wetlands Appreciation Week (for ratification)

Moved by Councillor Eldon MacDonald, seconded by Councillor Gillespie, that
CBRM Mayor Amanda M. McDougall-Merrill and Council proclaim the week
August 10th to 18th, 2024, as Wetlands Appreciation Week in the Cape Breton
Regional Municipality.

3.5 Acadian Day/)ournee de I'Adacie (for ratification)
Motion
Moved by Councillor Gordon MacDonald, seconded by Councillor Tracey, that
CBRM Mayor Amanda M. McDougall-Merrill and Council proclaim Thursday,
August 15th, 2024, as Acadian Day and encourage all residents to celebrate
the rich heritage and culture of all Acadians in Nova Scotia and Canada.

3.6 Indian Independence Day (for ratification)

Moved by Councillor Paruch, seconded by Councillor Green, that CBRM Mayor
Amanda M. McDougall-Merrill and Council proclaim Thursday, August 15th,
2024, as Indian Independence Day in the Cape Breton Regional Municipality.
It is our honour to extend best wishes to all the Indians celebrating the 78th
anniversary of India's Independence.

3.7 Burn Care Week
Motion
Moved by Councillor O'Quinn, seconded by Councillor Gillespie, that CBRM
Mayor Amanda M. McDougall-Merrill and Council proclaim the week of
August 18th to 25th, 2024, as Burn Care Week in the Cape Breton Regional
Municipality, in recognition of the importance of supporting the Cape Breton
Firefighters Burn Care Society in raising public awareness and promotion of
community education in regard to burns and burn care.

3.8 Arthritis Awareness Month

Moved by Councillor Tracey, seconded by Councillor Green, that CBRM Mayor
Amanda M. McDougall-Merrill and Council proclaim September 2024, as
Arthritis Awareness Month in the Cape Breton Regional Municipality.

4. Public Hearings
4.1 Second/Final Reading
i) Request for Municipal Heritage Registration
Deputy Mayor Edwards informed only property owner can address council.
Karen Neville, Heritage Officer/Acting Director of Planning and Development,
reviewed the memo and recommendation in the agenda package. Karen
Neville advised that the property owner was not present to address Council,
and the property owner requested that her original submission to the
Heritage Advisory Committee be considered as her comments to Council.

Moved by Councillor Gordon MacDonald, seconded by Councillor Eldon
MacDonald, to direct staff to register 26 Archibald Ave, North Sydney (PID
15026644) as a Municipal Heritage Property.

S. Presentations
5.1 Cape Breton Partnership - CBRM Regional Enterprise
Network Update 2024-25 Q1 Report
Representatives of Cape Breton Partnership provided a presentation titled,
"CBRM Regional Enterprise Network Update 2024-25 Q1 Report". Discussion
took place including the strategy vision, strategy mission, CBRM REN
Employee Team and Board, CBRM REN Liaison Oversight Committee,
investment and leveraging, Cape Breton Partnership Initiatives, key
activities, and the film industry.

5.2 Destination Cape Breton Strategy 2024-27
Terry Smith, CDME/Chief Executive Officer, of Destination Cape Breton
provided a presentation titled, "Destination Cape Breton Strategy 2024-27".
Discussion took place including marking levy update, strategy, economic
forecast, tourism employment, future growth, goals, sustainability, and
inclusivity.

6. Corporate Services Issues
6.1 Request to Deem CBRM Property Surplus PID 15002744 -
North Sydney (District 2)
Sheila Kolanko, Property Manager, reviewed the issue paper and
recommendation in the agenda package. Discussion took place regarding
ownership of surrounding properties. The following motion was then put
forward:

Moved by Councillor Gordon MacDonald, seconded by Councillor Parsons, to
declare the subject property, identified herein as PID 15002744, surplus and
to be sold at market value.

6.2 2024 Municipal and CSAP Elections - Various
Christa Dicks, Municipal Clerk/Returning Officer, reviewed the memo and
recommendation in the agenda package. Discussion took place regarding the
voter's list and expenses. The following motion was then put forward:

Moved by Councillor Gordon MacDonald, seconded by Councillor Parsons, to
designate August 27, 2024, as the date to complete the amended list of
electors as per Section 38(1) of the Municipal Elections Act.

6.3 Heating, Ventilation, and Air Conditioning (HVAC)
Director Durning reviewed the memo and recommendation in the agenda
package. Jamie Gillis, Manager of Recreation, Parks, Grounds and Buildings,
informed of modifications, structure, design, and weight distribution of the
HVAC unit. Discussion took place regarding replacement costs, lifetime
expectancy, and procurement requirements. The following motion was then
put forward:

Moved by Councillor Eldon MacDonald, seconded by Councillor Tracey, to
award the contract and complete the purchase and supply of the new unit in
this fiscal year and include the installation in capital planning for next year's
budget.

Addendum
John Crane, Manager By-Laws and Building Inspection Services, reviewed
the memo and recommendation included in the agenda package as an
addendum. Discussion took place regarding Dog Control Officer
requirements. The following motion was then put forward:

Moved by Councillor Bruckschwaiger, seconded by Councillor Tracey, to
appoint the named individuals included in the agenda package as By-Law
Officers to administer and enforce the requirements of the CBRM Dog By-Law
while in the employ of the Cape Breton Branch of the Society for the Prevention
of Cruelty of Animals (SPCA).

Council reconvened in open session at 2:42 p.m.
The following motion was then put forward:

Moved by Councillor Paruch, seconded by Councillor Eldon MacDonald, to
direct staff to proceed with the agreement on the basis of the proposal
provided by Tomorrow's Legends, replacing the dollar amount with appraised
amount.
