Approval of Agenda Motion Moved by Councillor O'Quinn, seconded by Councillor Tracey, to approve the October 12, 2023, Heritage Advisory Committee Agenda as presented. Motion Carried 2. Approval of Minutes Motion Moved by Councillor Tracey, seconded by Councillor O'Quinn, to approve the Heritage Advisory Committee Minutes of: ➢ November 24, 2021 Motion Carried 3. Election/Selection of Vice-Chair Councillor Eldon MacDonald called for nominations for Vice-Chair. Councillor Ken Tracey nominated Citizen Kyron Coombes who accepted the nomination for the Vice-Chair of the Heritage Advisory Committee. Hearing that there were no further nominations, Citizen Kyron Coombes was declared the Vice-Chair of the Heritage Advisory Committee. 4. Orientation Presentation Karen Neville, Senior Planner/Heritage Officer, reviewed the orientation presentation and discussed the following: Heritage Advisory Committee Meeting - Minutes October 12, 2023 Approved May 16, 2024 Page 3 of 5 • Powers of the Heritage Advisory Committee (HAC) • Request for registration process • Registered property requirements • Registered properties in the CBPM • North End Sydney Heritage Conservation District • Heritage Incentive Program • Travel policy for Citizen Appointees For Information Only S. Municipal Heritage Registration Requests 5.1 2178 Kings Road, Howie Centre (PID 15037054) Karen Neville, Senior Planner/Heritage Officer, provided background information on the property. Karen noted that the property located at 2178 Kings Road, Howie Centre, was constructed in 1954 and acquired by loan Harris in 1982. Karen informed based on the scoring criteria of this property, it is not recommended this property be registered as a Municipal Heritage Property. The following motion was then put forward: Motion Moved by Councillor Tracey, seconded by Councillor O'Quinn, to accept the recommendation of Karen Neville, Senior Planner/Heritage Officer, to not initiate registering 2178 Kings Road, Howie Centre (PID 15037054), as a Municipal Heritage Property due to low scoring heritage value criteria. Municipal Heritage Deregistration - 2734 Lingan Road, Lingan (PID 15268188) St. Joseph's Church Karen Neville, Senior Planner/Heritage Officer, provided background information on the property. Karen informed that CBRM Council passed a motion on September 24, 2013, to register St. Joseph's Church located at 2734 Lingan Road (PID# 15268118) as Municipal Heritage Property. The building was destroyed in a fire in August 2023; therefore, the historical significance of the building no longer exists. The following motion was then put forward: Motion Moved by Councillor O'Quinn, seconded by Councillor Tracey, that a recommendation be made to Council to initiate the process for deregistering the 2734 Lingan Road, Lingan (PID 15268118) St. Joseph's Church as Municipal Heritage Property. Motion Carried 7. Future Meeting Start Time Options Heritage Advisory Committee members discussed suitable future meeting schedules. As some committee members were absent from the meeting, further correspondence between members will occur to discuss the future schedule. Citizen MacInnis had some questions regarding the assigned name to the Nova Scotia Community College building in Sydney. To resolve the questions, Karen Neville, Senior Planner/Heritage Officer, advised Citizen MacInnis that she will correspond with Carla Arsenault, Nova Scotia Community College - Marconi Campus Principal, to inquire about how they decided the current assigned name to the NSCC building and to inquire if there is any potential for heritage connection to the building.
