FIRE DEPARTMENT ACQUISITION CBRM SURPLUS
EQUIPMENT / VEHICLES
PURPOSE
To establish guidelines for Fire and Emergency Services to attain equipment and / or
vehicles declared surplus to the Regional Municipality.
AUTHORIZA TION
Authorization for the granting of Regional assets.
Municipal Government Act Part X, Section 294(7) and Section 295(7) state:
294 (1) a body corporate may apply to a municipality for registration as a fire department.
(7) a municipality may grant or lend assets, without charge, to a registered fire
department.
295 (1) a body corporate may apply to a municipality for registration as an emergency
service provider to provide emergency services other than fire services.
(7) a municipality may grant or lend assets, without charge to a registered emergency
services provider.
GENERAL
During its general operations, the Regional Municipality declares equipment and / or
vehicles as surplus due to changes in technology and service use. Equipment declared
surplus is turned over to the purchasing department for disposal, usually through a public
auction. This guideline is to provide direction for Fire and Emergency Services with
respect to the acquisition of surplus equipment / vehicles.

GUIDELINES FOR ACQUIRING SURPLUS
EQUIPMENT / VEHICLES
PROCESS
The Finance Department shall provide to the Fire Services Department a list of Regional
surplus equipment / vehicles approximately two weeks prior to a public auction.
The Fire Services Department will provide said list to the fire departments for their
perusal.
Fire Departments shall contact both the Fire Services Department and the Finance
Department prior to the promulgated public auction date, outlining their intentions with
respect to the surplus equipment / vehicles.
After receiving a request for equipment, the Municipality may:
1. Grant assets as per Part X Section 294 (7) or 295 (7) of the Municipal Act; or
2. Sell equipment / vehicles to the requesting department after receiving two
independent appraisals of the requested asset with the fair market value being the
highest appraised amount.
Consideration for assets will be done on a needs assessment conducted by Regional
Fire staff.
When a granted asset(s) no longer fills a need within the Fire and Emergency Service,
the agency shall contact the Municipality to make arrangements for disposal.
