DISTRIBUTION OF CIVIC PINS AND FLAGS POLICY

To develop a process for the distribution of civic pins and flags.
BACKGROUND:
The distribution of civic pins and flags has been a long time marketing program of
many former municipal units of CBRM. With the coming of Regional Government
it is imperative that efforts be made to ensure that a fair, equitable and cost effective
process be developed to control the distribution of these much sought after items.
RECOMMENDATION:
It is recommended that a revenue account be set up in the Recreation Department
Budget for the purchase of civic pins and flags.
* A. Council members will receive 300 pins per year for his or her own
personal use
B. Pins will be made available to groups, organizations and
individuals representing the municipality at a provincial or
national function upon written request to the recreation
department. Upon receipt of a request by a individual,
organization or group they will be supplied with a package
of 25 pins, additional pins may be purchased by said groups
at the cost price of .25 per pin.
c. Youth groups individuals or organizations requesting pins and
financial assistance from the Recreation Department may have
additional pins with the cost deducted at .50 per pin from any
grant they may receive from the Youth Travel Grant or
Community Develop Grant. Funds from this process of purchasing
pins will be posted to the revenue account.
Individual pins will be available for sale at all CSC's for the same
price of .50.

FLAGS
Municipal flags are a very costly item and in much demand by many people. A
policy to control their distribution should reflect their value and status.
It is proposed that a Special Event be established to distribute flags to all color
parties in our municipality and that this event will take place in May of 1998 at the
Civic Centre it should be done in true military manner and should include some type
of convert by the various military bands in the area as well as all Legion Color
Parties should be invited. The Mayor and members of council should be present and
playa part in the distribution of flags to groups from their respective communities.
Flags will be distributed by the Recreation Department upon requests and
replacement flags for color parties may be obtained upon written request by the
Commanding Officer of the group requesting replacement.
Flags for civic buildings will be distributed to Civic Department upon request and
charge to t heir budgets.
Each year a new order will be placed to replace the inventory of pins and flags from
the recreation budget. Flags will be dispensed and paid for through the Citizen
Service Centres. Cost of flags to be determined by the Purchasing Division of the
Finance Department.
