Roll Call 1. Approval of Minutes: ➢ March 7, 2022 Motion to approve. Carried. 2. Approval of Agenda: Motion to approve the June 20, 2022, CBRM Board of Police Commissioners Agenda and Addendum as presented. Carried. 3. CBRPS Strategic Plan 2022-2025: The Communications/PR Advisor provided a presentation on the CBRPS Strategic Plan 2022-2025. For information only. 4. Divisional Reports: For information only. Queen's Platinum Jubilee Medal Program: Motion to approve the staff recommendation to form a committee to review the nominations from the Cape Breton Regional Police Service for the Queen's Platinum Jubilee Medal Program, and once they are received, make the selection for the 12 medals allocated for same. Adjournment CBRM Board of Police Commissioners Minutes,June 20,2022 Approved November 23,2022 P a g c 4 ADDENDUM: Administration of the Oath of Office for Provincial Appointee Noelle Gouthro: Deborah Campbell Ryan, Municipal Clerk, administered the Oath of Office for Noelle Gouthro, the new Provincial appointee to the CBRM Board of Police Commissioners. The Chair welcomed Ms. Gouthro to the Police Commission. Roll Call 1. Approval of Minutes: (previously distributed) Motion: Moved by Commissioner Gillespie, seconded by Commissioner Deering-Bert, to approve the CBRM Board of Police Commissioners Minutes of: ➢ March 7, 2022 Motion Carried. 2. Approval of Agenda: Motion: Moved by Commissioner Bailey, seconded by Commissioner Gillespie, to approve the June 20, 2022, CBRM Board of Police Commissioners Agenda and Addendum as presented. Motion Carried. 3. CBRPS Strategic Plan 2022-2025: Desiree Magnus, Communications/PR Advisor, provided a presentation on the CBRPS Strategic Plan 2022-2025 highlighting the following: • The Process Strategic Considerations • What We Heard Guiding Principles Strategic Planning • Delivering Services to the Community Valued Human Resources • Ensuring Effective Partnerships • Pursuing Financial Stability Continued... For information only. 4. Divisional Reports —March 1, 2022, to May 31,2022: Chair Eldon MacDonald called upon Inspector Jodie Wilson and Inspector Paul Muise to present the CBRPS Divisional and Operational Support Reports. Inspector Jodie Wilson reviewed the Divisional Report, noting the following: Hi2hli2hts and Initiatives • Hired 4 new Constables to maintain full complement of front-line officers keeping our communities safe and welcomed 4 cadets from the Atlantic Police Academy for on-the-job training with a Coach officer. • During National Impaired Driving Prevention Week officers checked approximately 1500 vehicles at roadside checkpoints and vehicle stops throughout the CBRM removing 2 impaired drivers from the road and ticketing several others with fines for speeding, driving without valid insurance, registration or inspection and Driving without a License. • Checked over 5000 vehicles, issued 80 tickets and caught 7 impaired drivers through targeted traffic enforcement during Canada Road Safety Week. • Celebrated our role as a proud public safety partner in CBRM during National Police Week 2022 highlighting our connection to the community. • Through the Cops against Cancer Committee and Police Boys and Girls Club, hosted a Floor Hockey Tournament in honour of Constable Tara Morgan and Constable Mark Royal. CBRM Board of Police Commissioners Minutes,June 20,2022 Approved November 23,2022 P a g c 6 Divisional Reports —March 1, 2022, to May 31,2022 (Cont'd): Inspector Paul Muise reported on the following: Operational Support: • Traffic Safety Unit Street Crime/Drug Unit Community Safety Enforcement Unit Safer Communities and Neighbourhoods (SCAN) • Major Crime/Domestic Violence Unit General Investigation Section/Arson Investigator • Internet Child Exploitation Unit(ICE)/Computer Forensic Unit • Forensic Identification Unit Solid Waste • Mental Health Liaison Officer • Polygraph After discussion, the Chair thanked the Inspectors for their reports. For information only. ADDENDUM: 5. Queen's Platinum Jubilee Medal Program: Superintendent Reg Hutchings reviewed the letter in the Addendum package outlining the creation of the Queen Elizabeth II's Platinum Jubilee Medal to mark the 70'h anniversary of Her Majesty's Accession to the Throne as Queen of Canada. The purpose of the medal program and guidelines for selecting deserving candidates are included in the letter. Superintendent Hutchings advised that 12 medals have been allocated to the CBRPS and recommended that the Police Commission set up a committee to review nominations once received and make selections. After discussion, the following motion was put forward: Motion: Moved by Commissioner Gillespie, seconded by Commissioner Bailey, to approve the staff recommendation to form a committee to review the nominations from the Cape Breton Regional Police Service for the Queen's Platinum Jubilee Medal Program, and once they are received, make the selection for the 12 medals allocated for same. CBRM Board of Police Commissioners Minutes,June 20,2022 Approved November 23,2022 P a g c 7 Queen's Platinum Jubilee Medal Program (Cont'd): Chief Walsh congratulated Sergeant Barry Best on being one of the 70 recipients of the Queen Elizabeth II's Platinum Jubilee Medal. The Chief noted Sergeant Best is one of the longest serving African Nova Scotian Municipal Police Officers in the Province, he was the first African Nova Scotian to ascend to the rank of Sergeant in the history of the Cape Breton Regional Police Service, he served during the Olympics in Vancouver and on a UN mission.
