Emergency Council Meeting - Minutes March 28, 2024 Approved April 23, 2024 Page 2 of 3 Mayor Amanda M. McDougall-Merrill called the Emergency Council Meeting to order at 4:32 p.m. 1. Approval of the Agenda Motion Moved by Councillor Parsons, seconded by Councillor Gordon MacDonald, approval of the Emergency Council Agenda to discuss the Membertou Policing Agreement. Carried 2. Membertou Policing Agreement - Renewal Marie Walsh, Chief Administrative Officer, introduced the agreement renewal and advised that a meeting took place between Membertou, the Province of Nova Scotia, the Federal Government and CBRM representatives Robert Walsh, Chief of Police, Jennifer Campbell, Chief Financial Officer and herself to discuss renewing the Membertou Policing Agreement. The Chief Administrative Officer advised that at a later date, Membertou would be bringing forward a Memorandum of Understanding for further continuous dialogue related to service provisions. The Chief of Police provided an overview of the discussions which included models of service delivery and the proposed agreement. He advised that this is a 5-year agreement and is the longest agreement to date. CBRPS is the police service of choice for Membertou First Nation. After discussion, the following was put forward: Motion Moved by Councillor Green, seconded by Councillor Tracey, to approve the renewal of the 5-Year Agreement for the provision of policing services by the Cape Breton Regional Police Service in the community of Membertou; and that the Mayor and Clerk be authorized to sign on behalf of CBRM, the associated Membertou First Nation Quadripartite Agreement and the Funding Agreement with the Province of Nova Scotia and the Government of Canada for the term April 1, 2023 to March 31, 2028.
