HomeMy WebLinkAboutActive Transportation Advisory Committee Governancy Policy A~ot~d Cape Breton Regional Municipality Active Transportation Advisory Committee Governance Policy 1.0 MEMBERSHIP: The Active Transportation Advisory Committee shall consist of seven voting members: # of Members Committee Structure Term (years) 5 Members at large 2 2 Council (at the discretion of 1 Council, one Council representative may be replaced by a citizen at large) TOTAL 7 2.0 METHOD OF ApPOINTMENT: Council representatives will be appointed annually by Council. All members at large shall be appointed by Council following a publication of a notice in the Cape Breton Post calling for members to fill these positions. Members may be appointed as individuals or as representatives of a registered non-profit organization. Members at large shall be residents of the Cape Breton Regional Municipality and should be able to demonstrate at least a general knowledge of, and interest in, active transportation Active Transportation Advisory Committee Governance Policy 2 issues. A background in transportation engineering, preventative health care, or physical education would be considered assets. In selecting members the CBRM will seek to ensure that the committee reflects the geographic and demographic diversity of the community, and will endeavour to include on the committee individuals from the following segments of society: . Mobility challenged persons . Youth . Cyclists/cycling organizations . Walkers/walking organizations . Business . Seniors Following completion of their two year terms, members may be reappointed for a maximum of one additional two year term. Any member who has completed four years on the committee shall not be reappointed unless they are off the committee for at least two years. 3.0 MEETINGS: The Active Transportation Advisory Committee shall meet quarterly. Agendas should be circulated one week prior to the meeting. The Committee shall designate one of the meetings as an Annual Meeting. This meeting could be used for such things as an annual report of activities or committee work over the past year, setting goals for the upcoming year and a time to recognize outgoing members. 4.0 ROLE: The Committee's role is to advise Council on the implementation of the CBRM Active Transportation Plan, and on active transportation matters generally. Each year a CBRM Active Transportation budget and work plan shall be prepared by CBRM staff with input from the AT Advisory Committee. The CBRM Active Transportation budget is part of the budget of the Department of Engineering and Public Works, and the budget submission shall be included in the annual submission to Council made by the director of that department. All spending shall be undertaken by staff, in accordance with the budget and work plan approved by Council. 5.0 RESOURCE STAFF: The following departments shall appoint a minimum of one staff person to attend meetings of the Committee in a non-voting, advisory capacity. These staff persons shall also be Cape Breton Regional Municipality Active Transportation Advisory Committee Governance Policy 3 members of a staff AT Plan committee which will meet monthly to oversee day to day activities related to implementation of the AT Plan. . Police In addition, the following government departments, governmental organizations and NGOs shall be invited to appoint one person to attend the meetings in a non-voting, advisory capacity: . Cape Breton District Health Authority . Cape Breton Victoria Regional School Board . N ova Scotia Department of Health Promotion and Protection . N ova Scotia Department of Transportation and Infrastructure Renewal . N ova Scotia Public Health Services . ACAP Cape Breton . Cape Breton County Economic Development Authority . Enterprise Cape Breton Corporation . Ecology Action Centre (only if the EAC has an employee based in CBRM) . Membertou First Nation . Eskasoni First Nation . N ova Scotia Lands . Cape Breton University . Velo Cape Breton Non-voting, advisory committee representatives shall be circulated meeting notices, agendas and copies of minutes. If an NGO successfully nominates a representative as a voting member of the AT Advisory Committee, that NGO will relinquish the opportunity to appoint a non-voting, advisory representative. 6.0 CHAIR OF THE COMMITTEE: The Chair should be appointed annually by election or acclamation. 7.0 QUORUM: The quorum of the Active Transportation Advisory Committee shall be four (4) members. Cape Breton Regional Municipality Active Transportation Advisory Committee Governance Policy 4 8.0 RULES OF ORDER: The procedural rules of the Committee shall be the same as the rules of order used by the CBRM Council and its committees. 9.0 GENERAL RULES OF ORDER: In all cases where procedure is in question the Committee shall be governed by Robert's Rules of Order.
