Leaves of Absence
Leaves of absence without pay, as outlined below, may be granted by the municipality. The
granting of a leave absence should not create staffing problems in the workplace or additional
costs to the municipality.
Types of Leave:
Leaves of Absence for Public Office:
The municipality recognizes the right of an employee to participate in public affairs.
On written request, the municipality shall grant a leave of absence without pay so that
the employee may be a candidate in a federal or provincial election.
An employee who is elected to public office shall be allowed a leave of absence for
one term of office.
Leave of Absence for Personal Reasons:
A leave of absence for up to one (1) year for personal reasons may be granted.
Leave of Absence Due to Illness:
A leave of absence due to illness must be requested when an employee has exhausted
all sick credits. This approval is subject to whether the employee is able to return to
work in the future and the conditions of the Long Term Disability agreements.
Educational Leave:
The municipality may grant a leave of absence for up to one (1) year for employees
who wish to further their education in a discipline related to their employment. See

Group Benefits:
Subject to the terms of the group benefit contracts, an employee on an unpaid leave
of absence may have the option of maintaining their group benefits plan. The
employee is responsible for both the employee and the employer's share of premiums
while on the leave.
1.0 Specific Objectives
1.1 The objectives of this policy are to:
a. ensure that all municipal employees are aware of their requirements
and responsibilities when requesting a leave of absence without pay.
b. ensure that all documentation is completed in accordance with this
policy.
2.0 Procedure:
2.1 All leaves of absence must be documented on the attached Application for
Unpaid Leave of Absence (Appendix A). The form is to be submitted to the
Departmental Director for approval. For Departmental Directors unpaid leaves
of absence will be approved by the CAO. Council will approve an unpaid leave
of absence for the CAO.
2.2. When approved, the leave of absence form is to be forwarded to the Human
Resource Department.
2.3 Employees approved for a leave of absence without pay must contact the
Employee Services Coordinator to complete appropriate documentation for
group benefits. If an employee elects to maintain their group benefits, payment
arrangement must be made prior to the commencement of the leave.
3.0 Collective Agreements
Leaves of absence for employees who are members of a bargaining unit will be
in accordance with the appropriate collective agreement.
